This equation also reveals that political mobilization and legislative professionalism are positively related to toxic waste—both contrary to our initial hypotheses. Government capacity, in keeping with our initial hypothesis, is related to toxic waste in the proper direction.

The reduced equation analyzing the relationship between the percent Hispanic population and toxic waste reveals a conditional relationship. The relationship between the Hispanic population and this environmental harm is stronger in Western states. Indeed, as shown below in the algebraic factored results, the relationship between Hispanics and toxic waste elsewhere in the nation is negative.
